When trying to install .NET 3.5 from the 'Turn Windows features on or off' control panel, it only gives the option to 'Download files from Windows Update' (which will obviously fail because there is no internet connection) and 'Don't connect to Windows Update' (which just plain doesn't install the required software)

I tried downloading '.NET Framework 3.5' from https://www.microsoft.com/en-us/download/confirmation.aspx?id=21 but it once again tries to connect to Windows update and after much digging around I found a 231 MB installer called 'Microsoft .NET Framework 3.5 Service pack 1 (Full Package) Full Redistributable Package' here https://www.microsoft.com/en-us/download/confirmation.aspx?id=25150, I thought this has to be it, so I downloaded it, moved it to the offline PC and ran the installer, and the first step says 'Download and install this feature' and cannot continue because there is no internet connection.

Is there no way to install .NET 3.5 without an internet connection on this PC?
